In accordance with the Regulations of the National Natural Science Foundation of China, the relevant project management measures of the National Natural Science Foundation of China and the expert review opinions, approved by the executive meeting of the National Natural Science Foundation of China, There are 20,321 projects under funding, 751 key projects, 74 key international (regional) cooperative research projects, 22,879 Youth science Fund projects, 630 Outstanding Youth Science Fund projects, 25 Outstanding Youth Science Fund projects (Hong Kong and Macao), 415 National Outstanding Youth Science Fund projects, 43 innovative research group projects, and regional departments There are 3,538 academic fund projects and 109 research fund projects for foreign scholars (including 50 research fund projects for outstanding foreign young scholars and 59 research fund projects for senior foreign scholars). Other types of items received during the centralized acceptance period are under review or approval.

NSFC will send a funding approval notice, a funding rejection notice and expert review opinions to applicants via report@pro.nsfc.gov.cn from August 24 to 25. Unfunded applicants who have objections to the decision of not being funded may apply to NSFC for review of the project not being funded. Please refer to the annex for the relevant notes.

All supporting units and researchers are welcome to put forward their opinions and suggestions on the evaluation of NSFC projects.

Review work precautions

According to the Measures for the Administration of Project Review of the National Natural Science Foundation (hereinafter referred to as the "Measures", please refer to the "Policies and Regulations" column on the homepage of the official website of the Natural Science Foundation), if the applicant has objections to the decision of non-funding, he/she may apply to the Natural Science Foundation for review of non-funding projects. Precautions are as follows.

Filing an application for review

1. The work of receiving applications for review of unfunded projects starts on August 24 and ends at 16:00 on September 13.

2. If you forget the login user name and password, you can ask for it from the scientific research management department of the unit.

3. The applicant for the review of the unfunded project should print one copy of the review application form, confirm that the content of the paper review application form is consistent with that of the electronic review application form, and sign the paper review application form, and send it to the relevant Department of Comprehensive and Strategic Planning of the Science Ministry by Courier (subject to the postmark date).

Accepting applications for review

The departments of NSFC are responsible for accepting applications for review. Please note that an application for review under any of the following circumstances listed in Article 8 of the Measures will not be accepted:

(1) The non-project applicant files an application for review;

(2) the time for submitting the application for review exceeds the prescribed deadline;

(3) The contents or procedures of the application for review are incomplete;

(4) Having different opinions on academic judgments such as the review opinions of the review experts.

If the application for review is not accepted, the Ministry of Science shall inform the applicant of the decision and the reasons for the decision.

Review and review applications

1. The departments of the National Natural Science Foundation are responsible for accepting and reviewing applications, and the review is based on the "Measures", the management Measures of related types of projects of the National Natural Science Foundation and the "2023 National Natural Science Foundation Project Guide".

2. The relevant science departments of the National Natural Science Foundation will notify the applicants of the review results in writing before November 1.

3. The scientific research management department of the relying unit can check the submission and processing results of the applicant's review application through the information system at any time.

The review of non-subsidized projects accepted during the non-centralized receiving period shall be carried out in accordance with the above procedures.
